MHADA NOC online: which services you can apply for, and how long the Board has to decide

By Nikunj Sharma4 min readChecked 3 October 2026
The short answer

MHADA's citizen services are notified under the Maharashtra Right to Public Services Act, and since 1 April 2019 new applications for them go through the state's Aaple Sarkar portal. The ones owners use most are the NOC for rent, with an eight day limit, the NOC for a mortgage, twelve working days, sale permission, fifteen, and transfer of a tenement, twenty three. New allottees from the lottery apply for a home loan NOC in MHADA's own IHLMS 2.0 app.

Why a MHADA flat needs an NOC at all

A MHADA flat is held under an allotment, and the Estate Management, Sale, Transfer and Exchange of Tenements Regulations, 1981 keep the Board involved for as long as the tenancy runs. Selling, letting or mortgaging the flat each needs the Board's written say so. The NOC is that say so, on paper, and with it in hand the sale, the tenancy or the loan goes ahead on a clear record.

Which NOC you need

Each job has its own service, its own form and its own time limit:

What you want to doWhat to apply forTime limit
Let the flat on leave and licenceNOC for rent8 days
Take a loan against the flatNOC for a mortgage12 working days
Sell the flat or a commercial unitSale permission15 working days
Prove nothing is owed to the BoardNo dues certificate19 working days
Move the tenancy to a buyer or an heirTransfer of tenement23 working days
Put an earlier, unpermitted transfer on recordRegularisation23 working days

The time limits are the ones MHADA notified under the Right to Public Services Act. The clock starts from a complete application, so a full file is what gets you the time limit in practice.

Applying through Aaple Sarkar

MHADA's own citizen portal now carries a notice that, from 1 April 2019, new registration and its services are handled by Aaple Sarkar. In outline:

  1. Register on Aaple Sarkar with a mobile number and an email address.
  2. Choose the Housing Department's MHADA service you need, for example the No Objection Certificate for Rent for the Mumbai Board.
  3. Fill in the application and upload the documents the service lists.
  4. Pay any fee online, and note the application number.
  5. Track the application with that number until the certificate is issued.

The Mumbai Board's paper forms are still published on its E-MITRA page, and they are worth reading first even if you apply online, because each one lists what it expects: Form 1 for transfer of a tenement or plot, Form 2 for a commercial unit, Form 3 for a no dues certificate, Form 4 for an NOC for a mortgage, and Form 5 for sale permission.

New allottees: the home loan NOC

If you have just won a flat in the lottery, the NOC your bank needs comes from MHADA's IHLMS 2.0 app, not Aaple Sarkar. MHADA's own FAQ gives the steps: open the MHADA Lottery app, log in to IHLMS 2.0, go to the menu, select Application List, choose the winning application, tap Apply for NOC, fill in the details, submit, and then download the NOC.

Switching banks is allowed too. MHADA says you can apply again once you cancel the NOC you applied for earlier. Our guide to a home loan on a MHADA flat covers the bank side, the owners' Form 4 and the PMAY subsidy.

When the Board takes longer

The Right to Public Services Act gives every notified service a designated officer, usually the Estate Manager for your area, and two levels of appeal. If a service is refused or runs past its time limit, the first appeal goes to the Executive Engineer and, for Mumbai Board residential services, the second to the Joint Chief Officer, as MHADA's notification of 13 July 2015 sets out. A complete file is the surest way to stay inside the limit, which is why the file is where we spend our time.

We will file it for you

Our MHADA paperwork service prepares the application and the file against the Board's own list, applies through the right route and follows it until the certificate is in your hands, for MHADA flats anywhere in Mumbai. Tell us the flat and the NOC you need on WhatsApp, and we will tell you what the file needs, free, usually the same day.

Common questions

Can I apply for a MHADA NOC online?
Yes. Since 1 April 2019, new applications for MHADA's notified services go through the state's Aaple Sarkar portal, including the NOC for rent for Mumbai Board flats. Lottery winners apply for a home loan NOC in MHADA's IHLMS 2.0 app.
How long does a MHADA NOC take?
MHADA's notified limits are 8 days for the NOC for rent, 12 working days for an NOC for a mortgage, 15 for sale permission and 23 for a transfer of tenement, counted from a complete application.
Is the NOC for sale the same as the transfer?
No. Sale permission is the Board's consent to the sale; the transfer of tenement then moves the tenancy into the buyer's name. Most sales need both, and the society's NOC as well.
What if MHADA does not decide in time?
The Right to Public Services Act gives you a first appeal to the Executive Engineer and, for Mumbai Board residential services, a second to the Joint Chief Officer, against the designated officer who missed the time limit.
Do I still need to visit the Bandra office?
Often not to apply. If the Board needs anything more, the Estate Manager's office will tell you. Our guide to the MHADA office in Bandra lists which Estate Manager handles each area.
